Sorry, folks,
Y2K bug bited my old computers real hard, sigh;
that is why you've got no broadcast from info-russ.
The thing is that to separate my research activity
from info-russ mailing, I was using my old unix
computers for info-russ broadcast, and their "mail"
(long unsupported) program crashed after the New Year.
I've done a couple fixes, let us see whether it works.
If it goes through, I'll bradcast all the accumulated
postings, and try to make the fixes stick.
Have a nice New Year and New Millenium too.

Dear friends,
I was asked to write this info for MITOC, and it is my very sad
duty to do it. As some of you may already know, Irina Libova, 23,
a biology graduate student at MIT and a member of MITOC have died
descending the slopes of Mt. Orizaba, the tallest mountain in
Mexico, on December 28th, 1999. Together with Irina the mountain
has taken lives of her 29 year old fiancee Vladimir Smirnov, a web
developer from Boston, and their 42 year old friend Ilya Krasik, a
mechanical engineer from Boston.
Irina, Vladimir and Ilya were members of a climbing expedition from
the First Russian Alpine Club in America, founded by Vladimir four
years ago (see http://www.blackalpinist.com, mostly in Russian).
The Club organizes several long and multitude of short trips a
year. The team of six was very well experienced and equipped, and
they all were very enthusiastic looking forward to their trip.
The whole team successfully climbed the the mountain and summited
it on December 28th, but Irina, Vladimir and Ilya did not descent
to the high camp. They were last seen not too far from the camp by
the other three team member, who were somewhat behind them. The
group is believed to veer off the routine path close to the high
camp at dusk time and fell down a 50-meter (~150 feet) high
crevice. It seems that the three climbers could not self-arrest on
the relatively mild ice slope and slid off to the lethal drop.
According to autopsy report, the death was instantaneous.
Please note that, for most part, the information related to the

The rescue operation started on December 28th and included teams
summoned by US Embassy, rescuers from Mexican authorities, private
companies and military, as well as three remaining team members and
experienced Austrian mountaineerers who were on the mountain at the
time. The bodies were found by helicopter search on January 3rd.
The remnants of our three friends are now taken off the mountain.
Irina's parents and sister flew to Mexico today, Vladimir's mother
is on the way to getting US visa and flying in from Russia for the
funerals. Irina and Vladimir will be buried together on Friday,
January 14, in Palo Alto, CA where Irina's parents and sister live.
Ilya Krasik will be buried in Boston, where his family resides.
Friends and families of the fallen mountaineers are overwhelmed and
deeply grateful for all the support and help we received after the
tragedy. Mexican authorities, US Embassy in Mexico City, MIT, all
the rescuers, all who phoned, e-mailed, spoken and written their
sympathy and condolences. Thank you, everyone!

Putin Wins in Duma When Deputies Cut Deal

MOSCOW (Reuters) - Russia's Acting President Vladimir
Putin called Tuesday for a new era of cooperation
with parliament, and lawmakers answered with a deal
splitting control of the lower house among the
Communists and a pro-Kremlin party.
The Duma elected Communist Gennady Seleznyov as
speaker at its first session since an election on
Dec. 19. But the deal gave control of a large
number of key parliamentary committees to the Unity
bloc, created three months ago to support Putin.
The deal drew furious criticism from a host of
smaller parties whose members quit the hall in
disgust after it became clear they could not
oppose the Unity-Communist alliance.
But it was clearly a victory for the acting
president, who had opened the session by telling
deputies he wanted to end the tradition of bitter
relations between parliament and government that
had been the hallmark of President Boris
Yeltsin's rule.
Putin also seemed to score gains in Chechnya,
where Russian forces said they had made new
advances in a second attempt to seize the
regional capital Grozny.
The Chechnya campaign had been bogged for several
weeks after early successes that won Putin the
overwhelming popularity likely to carry him to
victory in a presidential election on March 26.
In Washington, Secretary of State Madeleine
Albright, answering questions at a foreign policy
forum, described Putin as a leading reformer and
said she saw positive economic and political
changes in Russia.
In his first address to the new Duma, Putin
called on deputies to work with him and each
other, and bring a halt ``to the notion of
political battles and personal ambitions.''
``A policy of cooperation and mutually agreed
restraints is the only one possible,'' he said.
But there was plenty of political battling on
display in the Duma after it became clear that
Unity and the Communists had cut a deal to lock
up the battle for the chamber's leadership.
Seleznyov ran unopposed after his challengers,
including two former premiers, bowed out of the
race and their parties stormed out of the hall.
Seleznyov's supporters called the move little
more than a stunt, since Seleznyov was backed by
the majority.
Communists remain the largest single group in the
Duma, but the balance of power has shifted toward
parties, such as Unity, that back Putin. Even
many of the deputies that walked out on Tuesday
describe themselves as the acting president's
allies.
Although Seleznyov is a member of the
anti-government Communist Party, he has a
reputation as a smooth-mannered pragmatist
capable of steering legislation through
parliament.
Fighting for the Chechen capital resumed after a
lull last week that saw rebels launch
counterattacks against Russian-held towns,
dealing government troops their worst setback in
the three-and-a-half month campaign.
Tass quoted Russian military headquarters in
Chechnya as saying troops had reached Grozny's
center after a night of heavy artillery and
aerial bombardment. Interior Minister Vladimir
Rushailo said the operation to take the city was
nearing an end.
Rebels said the Russian attacks had indeed been
stepped up, but guerrillas were still holding
their positions in the city.
Campaign Popular In Russia
The Chechnya campaign is popular in Russia, but
has angered Western leaders who say they are
concerned about the plight of civilians.
The leader of a Council of Europe delegation that
Rushailo escorted to areas near the war zone said
Russia should call a cease-fire and hold talks to
end the war.
In Washington, the foreign minister in Chechnya's
separatist government, Ilyas Akhmadov, said
Tuesday talks with U.S. officials last week had
been ``a small victory'' but added that the
officials had listened while saying little.
``You cannot expect to change things in one
meeting,'' Akhmadov said of his talks with
mid-level U.S. officials, largely on humanitarian
issues, at a Washington hotel last Thursday.
Putin made no mention of Chechnya in his speech to
parliament, and has been making a concerted effort to
show that he stands for more than just the hawkish
Chechnya policy that has become his trademark.
He cited several pieces of legislation needing
quick treatment, including laws on land and
labor, criminal and civil justice codes and
changes to military conscription policy.
After his speech he told reporters his government
stood for ''moderately liberal'' economic policies.
``The government should create a good investment climate
in the country, trying to strengthen the state institutions
that support market mechanisms,'' he said.

Grozny Street Battles, Russia Media Skeptical

MOSCOW (Reuters) - Furious street battles flared for a
fifth day in the Chechen capital Grozny Friday and the Russian
media cast fresh doubt on the army's optimistic reports.
Less was known about the fighting on the ground
than in the previous few days because the army
kept Russian and Western reporters away from its
positions in the city.
Russian television showed clips of soldiers
firing in the crumbling ruins, with buildings
licked by flame spewing black smoke, but provided
no fresh reports from correspondents at the front
in afternoon and early evening newscasts.
Grozny, which once held more than 400,000 people,
has been reduced to a wasteland. Between 10,000
and 40,000 civilians are still trapped, and about
2,500 rebels are dug in, working in small groups
of snipers, machine gunners and mortar
grenadiers.
The United Nations said refugees were now fleeing
in the largest numbers for weeks. More than
200,000 have already fled.
Military status reports said troops had tightened
control over a number of targets in the ruined
city and halted a Chechen attack near the village
of Duba-Yurt at the mouth of the Argun River
gorge which leads to rebel bases in the mountains.
RTR state television quoted the military as
saying aircraft had flown more than 160 sorties
to strike rebel targets, among the highest daily
totals since the fighting began in September.
But rebels said they still had control of most of
Grozny. They repeated that they had captured
General Mikhail Malofeyev, vice commander of one
of three fronts in Chechnya. Russia has confirmed
he went missing and said he might have been killed.
Media Say Russia Plays Down Losses
Some Russian media suggested the army's delay in
reporting the general's disappearance -- it did
so two days after he went missing and only after
the rebels said they had seized him -- showed
commanders could be understating other losses too.
``Our generals lack the guts to acknowledge the
loss in battle of the de facto commander of the
storm of Grozny. What should we expect when they
speak of other losses -- conscripts and
soldiers?'' wrote Gazeta.ru, an Internet newspaper.
A public perception that the war is going wrong
could hurt Acting President Vladimir Putin, who
owes his popularity mainly to the campaign's
early successes. Putin is the overwhelming
favorite to win a presidential election on March 26.
His new top aide for overseeing information from
Chechnya, former Kremlin spin doctor Sergei
Yastrzhembsky, made clear the government would
take a tough line on media coverage.
``The media should take into account the
challenges the nation is facing now,''
Yastrzhembsky told Kommersant-Daily newspaper.
``When the nation mobilizes its forces to solve
some task, that imposes obligations on everyone
including the media.''
Putin is also keen to blunt Western criticism of the war.
He met visiting German Foreign Minister Joschka
Fischer on Friday. German officials had said
Chechnya would come up in the talks, but Fischer
would not threaten Moscow with sanctions.
Western officials, keen to build ties with the
new Russian leader, have toned down criticism of
the campaign since Putin took office after Boris
Yeltsin resigned on New Year's Eve.
EU foreign ministers are due to discuss Chechnya
Monday, but diplomats in Brussels said sanctions
were not on the table.
``In Putin we have a leader who looks like he'll
be around for the foreseeable future. We don't
want to take any measures that would force him to
respond in any way that would affect relations,
to please the public mood,'' an EU diplomat said.
Grozny Storm Follows Setbacks
Russia's all-out assault on Grozny follows
setbacks which raised fears Russia may be in for
a prolonged guerrilla war rather than the quick
victory that generals had predicted.
For the first three months of the campaign,
Russian forces met relatively little resistance
and took quick control of the Chechen lowlands.
But the advance stalled last month when Russia
encircled the capital and pressed into the
rebel-held mountains.
Last week the Chechens struck Russian-held towns,
a reminder of the 1994-96 Chechen war, when
Russia occupied nearly all the region's territory
but could not secure it from raids.
The weekly Independent Military Observer quoted a
Russian commander, Vladimir Shamanov, as saying
partisan war could last years if Russia let rebel
commanders escaped to the mountains.
Putin also warned Friday that Chechens could
attempt strikes on Russian cities. Russia says
Chechen rebels were to blame for a series of bomb
blasts last year that killed nearly 300 people.
The rebels have denied any link to the blasts.
Interfax quoted Defense Minister Igor Sergeyev as
saying the way to stop rebels from striking
outside Chechnya was ``to finish the
counter-terrorist operation as quickly as possible.''

Vsego cherez dve nedeli posle okonchaniya dumskoj izbiratel'noj kampanii
strana ugodila v sleduyushuyu predvybornuyu potasovku - dosrochnuyu
prezidentskuyu. To est' nam ne dayut perevesti duh i trezvo osmyslit' to,
chto na samom dele proizoshlo pri vyborah v parlament. Voobshe-to eto
nazyvaetsya gonom. I eto vovse ne "tak poluchilos'".
Na samom dele nam soznatel'no ne dayut rasslablyat'sya i tem bolee
zadumyvat'sya. Proshedshaya izbiratel'naya kampaniya byla ne tol'ko samoj
lzhivoj i beschestnoj, no i byla polnost'yu organizovana po zakonam intrigi.
Tak chto my, sami togo ne vedaya, vystupali v roli zritelej spetsial'no
razygrannogo spektaklya, na kotorom nas v kotoryj raz odurachili vlastnye
rezhissery- postanovshiki. I teper', posle dvuhnedel'nogo antrakta, nam
nachinayut razygryvat' novoe predstavlenie. Tak chto obshestvu budet polezno
uznat', kak na samom dele byl organizovan predydushnj spektakl' "vyborov v
Dumu".
Mne uzhe prihodilos' pisat', chto est' dve tehnologii upravleniya obshestvom
- "tehnologiya tseli" i "tehnologiya vraga".
Delo v tom, chto dlya togo, chtoby obshestvo stalo upravlyaemym, ego nuzhno
obedinit'. Eto mozhno sdelat' dvumya sposobami - sformulirovav ponyatnuyu
dlya subektov obshestva i nuzhnuyu im tsel' ili predlozhiv obshego dlya vseh
vraga. Pri etom kazhdyj iz sposobov trebuet raznyh talantov. Po tehnologii
tseli mozhet upravlyat' tol'ko sil'naya i umnaya vlast'. Togda kak po
tehnologii vraga - slabaya i degradirovavshaya. Potomu chto pravil'nuyu
tsel' sformulirovat' v sto raz slozhnee, nezheli vydumat' udobnogo vo vseh
otnosheniyah vraga.
Proshlye vybory prezidenta vlast' provodila po tehnologii vraga. Obshestvu
vsemi dostupnymi sposobami vnushali nalichie u nego tselyh dvuh vragov -
kommunistov i chechentsev, kotoryh mozhno pobedit', tol'ko izbrav
prezidentom El'tsina. Taktika srabotala - kto-to ispugalsya kommunistov,
kto-to chechentsev. V itoge Kreml' smog "obedinit'" obshestvo vokrug
El'tsina i pobedit' na vyborah.
Nyneshnyaya dumskaya kampaniya provodilas' po tochno takomu zhe stsenariyu.
Pravda, kommunisty na rol' vraga ne podoshli - za chetyre goda oni
okonchatel'no zaboltalis' i voobshe srodnilis' s nyneshnej vlast'yu. Poetomu
byl priduman novyj "strashnyj vrag" nashego obshestva, iz-za kotorogo nas
vse gody presleduyut neschast'ya,- byurokraticheskij kapitalizm. A
olitsetvoryat' ego hudshie storony byl vybran Luzhkov. Prichem ne tol'ko kak
glava naibolee byurokratizirovannoj regional'noj vlasti, no i kak simvol
nespravedlivosti delezha obshestvennogo piroga - v predstavlenii vsej strany
Moskva zhiruet isklyuchitel'no za schet regionov. Rol' vtorogo vraga
traditsionno otveli chechentsam, o chem s nimi dostigli sootvetstvuyushih
dogovorennostej.
Gotovit' Luzhkova na rol' vraga nachali davno. Snachala vnushili emu
prezidentskie ambitsii - mol, tol'ko vy, uvazhaemyj Yurij Mihajlovich,
sposobny spasti Rossiyu. Luzhkov na udochku klyunul i, pust' i s ogovorkami,
nachal proiznosit' smutnye slova o svoih pretenziyah na Kreml'.
Dal'she - bol'she: mer uvleksya i nachal kritikovat' vlast' uzhe pryamym
tekstom. Ponyav, chto nazhivka shvachena, stsenaristy vnedrili v okruzhenie
Luzhkova svoyu "pyatuyu kolonnu" - tak nazyvaemuyu gruppu "obizhennyh" vo
glave s Yastrzhembskim. A pod konets voobshe postavili nad merom Primakova.
Cheloveka, na dele dokazavshego svoyu predannost' lyubomu hozyainu Kremlya.
Podveli k Luzhkovu i sootvetstvuyushego kachestva "soyuznikov" - naibolee
odioznyh regional'nyh liderov. Teh zhe Rahimova, Yakovleva, Shajmieva.

glazah provintsial'nyh izbiratelej i otrezali ego ot normal'nyh regional'nyh
liderov. Svoimi dejstviyami oni to i delo stavili meru podnozhki. V etoj
svyazi stoit napomnit' izvestnuyu aktsiyu Rahimova po zapretu translyatsii
na Bashkiriyu programm Dorenko i Svanidze - pol'zy ot etoj aktsii ne bylo
nikakoj, zato negativnogo dlya OVR effekta poluchilos' sverh mery.
Ne otstavali i pomoshnichki. To zhe zayavlenie Boosa o tom, chto El'tsina
zhdet uchast' Chaushesku, vryad li sposobstvovalo rostu populyarnosti OVR. A
Primakov voobshe uhitrilsya sygrat' rol' svadebnogo generala, popavshego na
vybory sluchajno. Tak chto mezhdu nim i Luzhkovym vsegda ostavalas'
strannaya dlya soyuznikov distantsiya. V itoge u elektorata slozhilos'
vpechatlenie, chto OVR yavlyaetsya lish' orudiem zahvata vlasti, no nikak ne
politicheskim dvizheniem.
Posle togo kak spektakl' byl sygran, naemnye uchastniki predstavleniya srazu
zhe pokinuli Luzhkova. Prichem vse - ot Yakovleva do Yastrzhembskogo, zaodno
prihvativ poluchennye s pomosh'yu mera dumskie mandaty. Tak chto dazhe

obshenatsional'nogo vraga. No vinit' za vse proisshedshee Luzhkov dolzhen
lish' samogo sebya. Imenno on sozdal v Moskve polnost'yu
byurokratizirovannuyu sistemu vlasti. On sam dopustil, chto vokrug nego,
krome byurokratov, vilis' tol'ko nahlebniki da lizoblyudy. I sovershenno ne
okazalos' normal'nyh predstavitelej intellektual'noj i ekonomicheskoj elity.
Tak chto prishlos' pol'zovat'sya mozgami kremlevskih "perebezhchikov",
kotorye okazalis' vovse ne imi, a obyknovennymi politicheskimi diversantami.
Byurokraticheskaya elita - samaya slabaya iz elit. Byurokraty - v sushnosti
okul'turennye nadzirateli. Poetomu u nih tugo s mozgami, no zato vse v
poryadke s porokami. Eto znachit, chto oni obespechat kompromatom dazhe
svyatogo, esli on vzdumaet na nih operet'sya. Tol'ko nalichie vo vlasti
kachestvennoj ekonomicheskoj i intellektual'noj elity sposobno obespechit'
zashitu subekta vlasti ot byurokraticheskih podstavok da i voobshe
ogranichit' korruptsionnye naklonnosti byurokratov. A kak raz ih v
rasporyazhenii Luzhkova ne okazalos'. On eto ponyal i poproboval zakryt'
bresh' chuzhimi mozgami, kotorye v itoge okazalis' dlya nego lish' drugoj
podstavkoj.
Imenno vyrashennaya Luzhkovym moskovskaya byurokraticheskaya elita
obespechila vydvizhenie ego sobstvennoj kandidatury na rol'
"obsherossijskogo vraga". Ona zhe obespechila protivnikov mera kolichestvom
gryazi, v kotoroj mozhno utopit' desyatok politikov. I imenno ona prevratila
potentsial'nogo lidera obshestva v vorovatogo "hozyajstvennika". V itoge za
tri mesyatsa Luzhkov poteryal tret' golosov izbiratelej. Tak chto
sleduyushaya izbiratel'naya kampaniya vpolne mozhet stat' dlya nego
poslednej - on uzhe nachal svoe politicheskoe padenie. I potom, najdetsya
nemalo politicheskih protivnikov mera, kotorye pozabotyatsya, chtoby padenie
ne ostanavlivalos' do samogo dna. Tak chto, esli Luzhkov ne zajmetsya
privedeniem moskovskoj vlasti v tsivilizovannyj vid, ego politicheskaya
pesnya budet bystro dopeta.
Vsem dolzhno byt' yasno: duryat nas na vyborah po-prezhnemu Potomu chto
nichem inym v Kremle zanimat'sya ne umeyut. Tak chto vopros zaklyuchaetsya

proshlogo veka proizvodilas' perepis', i tol'ko odin protsent zhivshih na
territorii Rossijskoj Imperii evreev priznaval russkij svoim rodnym yazykom.
Uzhe v nachale sleduyushego veka bylo neveroyatnoe kolichestvo evreev vo
vseh vidah revolyutsionnyh dvizhenij, vo vseh revolyutsionnyh partiyah. A v
17-m godu iz mestechek, iz-za cherty osedlosti hlynul gigantskij potok. On
zapolnil ogromnyj rezervuar sil - duhovnyh, fizicheskih, psihicheskih. . .
Evrei kinulis' v kommertsiyu, v obrazovanie, v revolyutsiyu.

Mne kazhetsya, XXI vek budet chrevat uzhasnym stolknoveniem tsivilizatsij.

forpostom zapadnoj kultury, zapadnogo myshleniya. Ne hristianskogo, a imenno
zapadnogo. Potomu chto tsivilizatsiya mozhet byt' ne svyazana s religiej.
Segodnya my nachali soznavat', chto gde-to v 85-m godu na svobodu v Rossii
byl ochen' neozhidanno otpushen ogromnyj lager'. On tak i nazyvalsya "Lager'
mira, sotsializma i truda". Teper' my znaem, chto ne bylo ni mira, ni
sotsializma, a trud byl rabskij, za pajku.
Bolee togo, etot lager', gde vse my sostoyali rabami, byl ustroen kak
matreshka: vnutri tyur'ma, potom ShIZO, potom stenka. Vdrug etot lager'

RESEARCH (Postdoc / Associate) POSITION AVAILABLE IMMEDIATELY to study
intercellular signaling and adaptation in cardiac tissue cultures. Our
team-oriented approach utilizes methods from various disciplines such as
molecular biology, bioengineering, bioinformatics, computational and
complex systems science. This work is a part of a multi-center research

ANOTHER FORCED DEPORTATION?

As Russian forces continue their attacks on
Grozny, Moscow appears to have decided as part of
its broader campaign to render a portion of
Chechnya uninhabitable and to forcibly move people
living there to other locations.
At the end of last month, several Western
journalists reported from Moscow that the Russian
government had decided to destroy the villages of
highland Chechnya in order to deny Chechen
fighters any sanctuary and thus to accelerate the
end of the conflict.
But because such actions recall some of the worst
features of the Stalinist era, many Western
analysts treated these reports with extreme
skepticism. Now, however, a document, apparently
leaked in Moscow and circulating in the West last
week, suggests that Moscow has decided on even
more radical measures.
The document in question consists of a report on
the 15 December meeting of the Russian Security
Council under the chairmanship of then-Prime
Minister Vladimir Putin. Marked for official use
only, the two-page paper is addressed to Duma
speaker Gennadii Seleznev.
According to this report, which several Western
analysts consider authentic, the Russian Security
Council on that date addressed two issues:
strengthening Moscow's influence over the member
states of the Commonwealth of Independent States
and suppressing the Chechens.
If the decisions concerning the CIS are very much
a continuation of Moscow's recent policies, the
Security Council's conclusions about how to deal
with Chechnya represent a major departure from what
Russian officials have said in public in the past.
According to this report, Russian forces have
virtually completed the second stage of what the
document calls "the anti-terrorist operation for
the liquidation of bandit formations on the
territory of Chechnya." And the meeting thus had
to decide what to do in the third phase.
The language of the report is stark: It says that
participants in the mid-December meeting agreed
that Chechen settlements in the mountains do not
have "any economic or other value" and thus "must
be completely liquidated."
All structures there--"including cult and
historical ones"--must be viewed as potential
hiding places for bandit formations, the document
specifies, and thus they are to be subject to
"total destruction." Such actions, the report
says, will effectively "liquidate forever the
basis for the rise of new bandits and terrorists."
The Security Council report provides additional
details on what that will mean: "the creation of
conditions absolutely unsuitable for human
habitation in the future" and "the resettlement of
peaceful residents from this part of Chechnya
either north of the Terek River or their
assimilation into other regions of Russia."
And the Security Council adds that "after the
completion of military operations all construction
and other materials are to be removed from this
part of Chechnya," thereby making it impossible
that anyone will ever be able to live there again.
Such draconian measures not only represent a
significant escalation of Moscow's expressed aims
of ending Chechen resistance but inevitably invite
comparisons with tsarist policies in the Caucasus
in the 19th century and Stalin's forcible
deportation of the Chechens in 1944.
As tsarist forces marched into the northern
Caucasus in the last century, they routinely
destroyed crops and deforested much of the region
as part of their effort to pacify the population.
In most cases, the policy backfired and left the
local population more anti-Russian than before.
Then, in 1944, Soviet leader Joseph Stalin accused
the Chechens of collaborating with the Germans and
deported more than 600,000 of them to Central Asia.
That bitter experience cost more than one-third of
them their lives and left those who remained alive
and their descendants even more determined to
return home and ultimately to escape Russian rule.
But neither the tsarist authorities nor Stalin's
secret police resolved to make an entire portion
of Chechnya uninhabitable and to forcibly move the
population living there to other regions.
That is what Moscow under acting President Putin
now appears prepared to do. But unless this action
leads to the total extermination of all Chechens,
it is likely to have an even more disturbing outcome than
did the earlier efforts of tsars and commissars.
It is likely to generate an even more radical
Chechen national movement, one defined by its
hostility to everything Russian and prepared to
engage in precisely the kind of actions that the
Russian authorities have claimed they are acting
to forestall.

Hello,
I am looking for advice regarding travel to Russia:
I am 26. I came to the US in 1991 on a student visa. In 1998 I got a green
card. I am married. I live and work in Rochester, NY. I was hoping to travel
to Moscow at the end of March to visit my family. Over the last few days I
have heard stories of people getting stuck at the Sheremetyevo airport on
their way out because they haven't served in the army. I never served in the
Russian Army, and I don't want to be sent to army from the airport. Does
anyone have any suggestions on how to avoid this problem?
I would appreciate any advice. Thank you in advance,

Fate of Russian War Reporter Remains Unclear

MOSCOW (Reuters) - Television footage of missing
Russian war reporter Andrei Babitsky surfaced
Wednesday, but did little to solve the mystery of
his fate, ease his family's fears or dampen U.S.
anger at his treatment by Moscow.
Babitsky, a reporter for the U.S.-funded Radio
Liberty, has been at the center of a political
and diplomatic outcry since Russian forces
arrested him last month and said they had turned
him over to Chechen rebels in a prisoner exchange.
He has not made contact with his family.
On Wednesday, Russian television showed footage
of him in which he gave the date as Feb. 6, or
three days after Russia said it had swapped him
to rebels in exchange for up to four Russian
soldiers held prisoner in Chechnya.
Sharip Yusupov, a rebel spokesman in Moscow, said
Babitsky was in rebel-held territory, but senior
separatist official Ilyas Akhmadov told Ekho Moskvy
radio that Yusupov did not speak for the Chechen
leadership and his remarks were a ''provocation.''
Radio Liberty Russian Service Director Mario
Corti said there was no way to know what had
happened to his reporter, but the station believed
he had been seen two days ago in the hands of a
pro-Moscow Chechen militia in a Chechen town.
Babitsky's wife, Lyudmilla, told Reuters in
Moscow: ``I just want him to come home. He is
plainly in trouble.''
United States Says Russia Must ``Come Clean''
The State Department, which has expressed concern
about Babitsky in the past, issued its strongest
statement yet.
``The Russian government is responsible for Mr.
Babitsky's safety and well-being and it is time
for Russian officials to come clean,'' spokesman
James Rubin said in a statement.
``We call on the government to conduct an
unbiased investigation and, where necessary, to
punish those guilty of wrongful acts,'' he said.
``Treatment of a non-combatant as a hostage or a
prisoner of war is completely unacceptable and
incompatible with Russia's adherence to its
international commitments.''
Russia has said the Babitsky affair is not important
enough to be raised to the level of a bilateral issue.
The video of Babitsky that aired Wednesday showed
him sitting unshaven and expressionless in front
of a white wall. He held a white handkerchief
resting against his chin as he spoke.
``It is February 6, 2000,'' Babitsky said.
``I am relatively all right. ... People who are
with me are trying to help me,'' he said. ``The
only problem is that I really want to go home, I
want all this to end as soon as possible.''
He added, ``Do not worry, I will be back home soon.''
Radio Liberty journalists said they did not know
who shot it, where or when. Unknown men had
brought the tapes to the station's Moscow office
and sold them for $300. The station made the
tapes available to Russian television.
Information Contradictory
``As you know, the information is
contradictory,'' Corti said by telephone. ``On
February 7 we heard that witnesses had seen him
in (the Chechen town of) Gudermes in a very bad
state and in the hands of the (pro-Moscow
Chechen) militia.''
Babitsky was one of only a handful of reporters
to cover the conflict from rebel-held territory,
and his reports had brought unprecedented attacks
from angry Russian officials.
Russian troops arrested him last month on a
reporting trip to Chechnya. Moscow said he lacked
proper papers and may have fought for the rebels,
a charge his colleagues reject.
Babitsky has become a symbol for emerging critics
within Russia of the authorities' strict control
over the media.
Grigory Yavlinsky, leader of the liberal Yabloko
party, said Wednesday the prisoner swap, if it
took place, would have been an ``unprecedented''
violation of human rights.
``Today they'll exchange him, tomorrow they'll
exchange anybody,'' he said in a television interview.

Rights Group Says Russian Troops Execute Civilians
MOSCOW (Reuters) - An international human rights group
urged Russia on Thursday to investigate what it described
as the summary executions of civilians by Russian troops
in Chechnya's regional capital Grozny.
New York-based Human Rights Watch said in a statement it
had confirmed 38 executions had taken place in the northwestern
Staropromyslovsky district of Grozny, and said it was studying
further allegations of at least a dozen other incidents.
``(Acting) President (Vladimir) Putin must act on these
terrible war crimes committed by Russian soldiers,''
Holly Cartner, executive director of European and Central
Asia division of Human Rights Watch said in a statement.
``The Russian government failed to respond appropriately to
earlier reports of summary executions, and now such abuses
have happened again,'' she said. Human Rights Watch said its
investigations were based on eyewitness testimony of Grozny
citizens that crossed the border into neighboring Ingushetia
province after Russian troops took the Chechen capital last week.
A Defense Ministry spokesman told Reuters on
Thursday the military had no information of deliberate
executions, but did not rule out that some civilians
may have been killed during shooting in the city.
Russia has sharply restricted access to Chechnya
for most of international humanitarian and media
workers since the beginning of its campaign.
Human Right Watch said in December it had testimony of
summary executions in the Chechen village of Alkhan-Yurt.
Russia said it was investigating the reports, but
military prosecutors did not find evidence of crimes.
Western countries have been critical of Russia's campaign,
which has forced more than 200,000 civilians to flee to
neighboring regions and killed an unknown number.
Russian says it is fighting terrorists and will not stop
the war until it has taken control over all Chechen territory.

zhe formal'no, vot nezadacha - Babitskomu ne byla vruchena povestka
ustanovlennogo obraztsa pod rospis'. Tak chto eto dolzhno vse zhe
osvobozhdat' ego ot otvetstvennosti za neyavku. K tomu zhe boeviki (esli on

"V istorii s korrespondentom radio "Svobody" mnogo neyasnogo", - etoj frazoj
nachinayutsya prakticheski vse reportazhi ob Andree Babitskom. Hotya na
samom dele ne yasny tol'ko detali proisshedshego. A glavnoe, tsinichnaya
sut' etoj zapredel'noj istorii, - yasna i prozrachna, kak hrustal'.
Sut' eta v sleduyushem. V seredine yanvarya, predpolozhitel'no 16-go chisla,
Babitskogo zaderzhali militsionery Gantemirova, kogda on vyhodil iz
osazhdennogo Groznogo. Po svidetel'stvam ochevidtsev, poluchennym
radiostantsiej "Svoboda", ego pri etom zhestoko izbili. Potom peredali
federalam, kotorye pomestili zhurnalista "na fil'tr", gde on opyat' zhe

Dve nedeli ego derzhali pod arestom, starayas' izo vseh sil chto-nibud' emu

vypustit' posle vsego togo, chto s nim delali na fil'tre? Posle togo, kak on
uvidel, chto tam proishodilo s drugimi lyud'mi? A tam ved' strashnye veshi
tvoryatsya. Polnotsennye pytki inkvizitsii. Srednevekovye zverstva. SMI
molchat ob etih fil'trah potomu, chto net dokazatel'stv. A teper', s
osvobozhdeniem Babitskogo, takie dokazatel'stva poyavyatsya, i naruzhu
vyjdet gadost', kotoruyu vlasti men'she vsego na svete hoteli by
obnarodovat'. Predstav'te, chto budet s blagochinnym Sovetom Evropy, kogda
on uznaet, chto na fil'trah chechentsam propuskayut tok po genitaliyam!
Babitskogo nikak nel'zya bylo vypuskat' na svobodu. Poetomu i byla pridumana
mutnaya istoriya s ego obmenom. Komu ego otdali, kakim polevym komandiram?
Kto etim zanimalsya, kakoe vedomstvo? Nikto ne priznaetsya. FSB zdes' ni pri
chem. Ministr yustitsii Chajka voobshe zayavil, chto u nego vsya
informatsiya - iz SMI.
Sotrudnikam radio "Svobody" udalos' svyazat'sya s Mashadovym. On skazal,
chto uzhe provedeno ofitsial'noe rassledovanie, oprosheny polevye komandiry.
Ni u kogo iz nih Babitskogo net. Nikto ego ne obmenival. . . Voobshe,
bytuyushee u vlastej predstavlenie o tom, chto Babitskij - vsetselo
prochechenskij zhurnalist, kotorogo chechentsy lyubyat i nosyat na rukah, v
korne ne sootvetstvuet dejstvitel'nosti. Esli by Putin vnimatel'no poslushal
vse reportazhi Babitskogo, on by uvidel, kak mnogo tot govorit o boevikah
nelestnogo i zachastuyu dlya nih nepriyatnogo. I za "svoego" ego na toj
storone nikto ne schitaet. Uvazhayut za to, chto ne boitsya sobirat'
informatsiyu v dejstvitel'no opasnyh mestah. No schitat' "svoim" - takim,
chtob spasat' ego lyuboj tsenoj, - ob etom i rechi net. Tem bolee v
tyazhelejshie dlya boevikov dni proryva iz Groznogo. . .
Komu zhe otdali zhurnalista? V slozhivshejsya situatsii samoe udobnoe dlya
vlastej reshenie - otdat' ego tem zhe gantemirovtsam. Oni chechentsy, i esli
vsya istoriya potom vyplyvet naruzhu, ofitsial'nye litsa vsegda mogut
skazat': my ne znali, chto vot eti chechentsy - ne separatisty, a nashi,
gantemirovskie militsionery. Chechentsy oni i est' chechentsy. Predlozhili
obmen, my i soglasilis'. . . A uzh gantemirovtsy postarayutsya, chtob
Babitskij ne uvidel svobody. Ih uchit' ne nado.
Sudya po videozapisi obmena, Babitskij ne znal, kto s chechenskoj storony
ego vymenivaet. Lyudi eti byli v maskah, no ved' znakomogo cheloveka legko
uznat' i v maske. Odnako na plenke vidno, chto Babitskij ih ne uznal. V
Chechne zdorovayutsya harakternym tol'ko dlya chechentsev poluobyatiem, i
bez nego nikak ne oboshlos' by, esli by Babitskogo vstrechali ego znakomye.
Vmesto obyatiya ego bystro i krepko shvatili za ruku. Naverno, chtob ne
ubezhal. . .
Konechno, ochen' hotelos' by, chtoby vse konchilos' blagopoluchno i
Babitskij vskore poyavilsya by v Moskve tselyj i nevredimyj. No, znaya
kovarstvo i podlost' nashih spetssluzhb, na eto, chestno govorya, malo
nadezhdy. Tem bolee kogda teryaesh' dar rechi ot potryasayushe tsinichnogo
zayavleniya Genprokuratury:
"Genprokuratura RF priglashaet A.Babitskogo dlya doprosa. V sluchae neyavki

Barbarism in Moscow
Russia's government chafes when its actions are viewed
with suspicion. Any critic is automatically deemed to be
locked in a Cold War mentality; get over it, Russian
officials say, times have changed. But last week Russia 's
government has behaved, in the matter of Andrei Babitsky,
with a level of deceit and contempt for civilized norms
that might have embarrassed even the Soviets. Anyone tempted
to give Acting President Vladimir Putin the benefit of the
doubt will surely think twice, or three times, henceforth.
Mr. Babitsky is, or was, a courageous correspondent for
Radio Free Europe/Radio Liberty, a private radio service
funded by the U.S. Congress. A Russian citizen, 36 years
old, he is - we will, in hope, stick to the present ten se
- a 10-year-veteran of the radio service. Most recently ,
he covered Russia's war in Chechnya, reporting from
inside the battle zone as few other reporters dared. This
allowed him to expose some of the lies the Russian
government was spinning in Moscow - about the number of
casualties among Russian troops, about the level of
suffering among Chechen civilians. This truth-telling
infuriated Russian officials, who ransacked Mr. Babitsky's
apartment in Moscow and then arrested him in Chechnya.
Or at least so it is believed. When Mr. Babitsky first
went missing, Russian officials claimed to have no
knowledge of his whereabouts. Then they admitted to
holding him, claiming, variously, that his documents were
not in order or that he had been consorting with the
enemy. Then, on Wednesday, they promised to fly Mr.
Babitsky to Moscow and release him on condition that he
not leave the country, a condition readily accepted by
his employers and lawyers - lawyers who, in violation of
Russian law, have never been permitted to speak with him.
But then on Thursday, Russian officials announced that
they had handed Mr. Babitsky to Chechen fighters in a
'trade' for three Russian prisoners of war.
Is this last version true? At this point, there's no way
to know. Russian television broadcast a brief piece of
videotape purporting to show the exchange, but when or
under what circumstances the tape was made is unknown.
'I fear he has been killed by the Russians,' says Thomas A.
Dine, president of Radio Free Europe/Radio Liberty. With
their latest story, the Russians would then pin the blame
on Chechen fighters. More hopeful scenarios have Mr.
Babitsky so badly beaten and tortured that the Russians
do not want to release him yet; or actually in the hands
of the Chechens, unable yet to contact his wife or employer.
If you believe the best - that the Russians are telling
the truth - it is monstrous enough. To arrest a
journalist because his reporting has given offense; to
lie about his detention and then hold him without cause ;
finally to sell him to people whom the Russian government
considers 'bandits' and 'terrorists' - one can only think
that Brezhnev himself would have been ashamed.
Why is Mr. Babitsky's fate any more tragic than that of
thousands of elderly and infirm civilians now presumed
killed by Russian bombs as they huddled in Grozny
basements? It's not. But if reporters in the new Russia
cannot report honestly without becoming targets of the
government, then there's little hope for democracy.
Secretary of State Madeleine Albright, after meeting Mr.
Putin this week, pronounced herself 'impressed' with his
'can-do approach.' If he is indeed in charge, Mr. Putin
should account for Mr. Babitsky. Russia's latest story,
whether real or phony, has not ended its responsibility
in this affair.

ANDREI BABITSKY -- A Biography
Andrei Babitsky was born in Moscow on September
26, 1964. He studied philology at Moscow State
University. During the perestroika years, Andrei took
part in the human rights movement. From 1987-89, he was
on the editoial board of Sergei Grigoryant's journal,
"Glasnost." As a result of his human rights activism,
Babitsky was subject to administrative arrest.
Babitsky became a Radio Liberty correspondent in 1989.
During the August 1991 putsch, he reported from the
Russian White House. He was given an award by the RFE/RL
president for "outstanding journalism during the 19-23
August 1991 events when he risked his life."
In October 1993, Andrei reported on the burning of the
parliament as the RFE/RL parliamentary correspondent. He
also covered Tajikistan and north Caucasus hot spots.
During the first Chechen war, Babitsky was the RFE/RL
special correspondent reporting directly from the war
zone.
46rom 1996 until 1999, he worked in Moscow and the north
Caucasus. In August 1999 he covered military operations
in Dagestan. Reporting from Grozny, Babitsky has been the
special RFE/RL correspondent since November 1999. Andrei
Babitsky was the only non-Chechen reporter who has stayed
in the devastated Chechen capital after the Russian
government's attack on Grozny.
Andrei Babitsky is married and has two children.

A PUBLIC APPEAL BY YELENA BONNER
Respected members of the Parliamentary Assembly of
the Council of Europe --
I am turning to you with an unusual request.
I call on you to assemble PACE in extraordinary
session and to take a position on what has been
happening with Andrei Babitsky. Andrei Babitsky was
arrested by the Russian military or police and
exchanged for two Russian soldiers.
A civilian journalist fulfilling his professional duties, he
was, after three weeks of complete isolation, handed
over in the absence of independent witnesses by
representatives of the state into the hands of those
whom this state considers to be terrorists and bandits.
In taking this step, Russian officials and institutions
declared that they no longer had any responsibility for his fate.
The highest mission of PACE is the defense of human
rights and of all international agreements and
conventions directed to that end. In Babitsky's case,
many of these were violated by the state.
Therefore, I am turning to you with this appeal out of
concern for the life of Andrei Babitsky, for the life of
hundreds and perhaps even thousands of citizens of
Chechnya who are held in the so-called filtration
camps, and for those who may be put in these
institutions in the future in the course of continuing
military operations and the subsequent so-called
cleansing of the population.
