The summer is getting hotter, the IR-net cooler, and I am getting out
for a while ("slinyal", as they called it in my time; also, in my ipostasi
as a sailor at Volga-river, "porabotal - i v shchel'"...). So, be
aware please that info-russ will be slow. If you have nothing REALLY
urgent to broadcast, better wait with you posting until the beginning
of August. I'll be looking into my mail more or less regularly from
a remote terminal, so if there is anything urgent, I'll be broadcasting
it, but please allow for a few days delay. Well, enjoy these "crazy,
lazy days of summer", be good boys & girls, don't apply for DOD grants
(let them better leave something for me:-), and generally, have a fun.
If you see Alejandro Nalpak, give him "nashe vam s kistochkoi" (on poimyot,
darom chto mexikanets, hotya kto ego znaet...) If you are slightly
nonlinear, don't forget to drop your CV into a mailbox. (If you are

Dear Info-Russians (especially those of you who deal with Physics
and Israel),
Some time ago I met with an interesting guy who recently came to
Israel from Erevan, Armenia as a tourist (actually as a refugee)
and decided to stay here. As I understood he has a Ph.D. in
Applied Physics and brought some interesting original work
(abstract is enclosed). In Israel he has no friends and knows
nothing about to whom and how to apply with his ideas and his
profession. Unfortunately, I'm what is called a "systems analyst
in information management" and by definition totally dumb in
everything and especially in Physics ;-(, so I'm also unable to
help him.
His name is Ilya Bagdasaryan, he is 30, mother tongues are
Armenian and Russian, knows English, currently studies Hebrew. If
somebody has any information, suggestions, hints, tips, names,
etc., or better, will find the following abstract to be of
interest, please try to help him! He provides an impression of
extremely bright and educated person and it will be a great pity
if such a guy who also suffered a lot will end up as a street
cleaner.
Since he currently has no permanent living place with telephone it
will be better to contact me directly via e-mail. Any help will be
gratefully appreciated.

to go to work for a Belgian University for a year or two. I would greatly
appreciate any information regarding the cost of living in that country,
such as average rental cost, say for a 2 bedroom apt; health care costs;
level of taxation; cost of a new car, say Honda Accord or whatever the
correspondent model is. Generally, I would like to know what a salary of
2,500 U.S.$/month means for a family of 3 in a Belgium town.

Some time ago, the network coordinator Alex Kaplan had a
very successful meeting/party (just to meet and say 'Hi') of
InfoRussov in the Boston area. Living at the West Coast, the
Land of rugged individuals, we have a good excuse and
justification to trail behind the Easterners.
I volunteer to arrange (or more precisely, to coordinate) the
meeting of InfoRussok/Russov in the Greater Los Angeles
Area. It will be a no-host/no-guest gathering to meet your
fellow-networkers and affiliated persons (please feel free to
bring friends). No other agenda, program, responsibility or
obligations (sounds like liberal Left, :=) uh ? - I promise no
more political jokes). I will coordinate time and place (TBD =
To Be Determined, depending on number of those who show
interest to show up).
We will meet either on
1. Saturday (27 August) night, or
2. Sunday (28 August) during the day.
If the number of interested is small, then we will meet on
Saturday (27 August) night indoors (apartment in Santa
Monica).
If the number of interested happens to be large ('small' and
'large' still remains to be defined), then we will meet on Sunday
(28 August) outdoors. Two options for the outdoor meeting are
being currently considered:
a) parking/picnic area somewhere in local (to LA)
mountains (for example, San Gabriel) - it is about 1
hour drive from the downtown LA;
b) local beach (again within 1 hour drive from the
downtown LA).
Details of our meeting/party will be determined after your
response is received.

A couple of months ago I asked for help with a Russian client and
received a tremendous amount of help. Thanks again to all. Now I
have a similiar problem with a Kurd immigrant child and his parents.
He is suffering from Post Traumatic Stress Disorder. There are cultural
and language problems explaining to him and his parents that this is
something that can be helped in America with the right treatment -
the right medication and brief therapy. Any suggestions or help
translating the following message would be appreciated.
Your son appears to be suffering from post-traumatic-stress-disorder.
This is like depression and means that he has seen more than he can
easily deal with. This can be helped if he takes the medication
the way the directions say and comes to talk to me about it for
a few times.

A small fund of private money has become available for outstanding
graduates of Russian universities to facilitate their admission to the graduate
school of the Department of Physics of SUNY at Stony Brook. Applicants with
appropriate credentials may have their TOEFL and GRE examination fees, as well
as the SUNY admission fee (presently, $50) paid by the fund. In the case of
successful admission to the school, the student may also apply to the fund for
an interest-free loan for the overseas trip to the US. Interested persons may

NOTICE: The fund does not replace (or interfere with) the regular
admission process. Its only goal is to remove financial barriers faced by

Dear IR-folks,
Sorry for neglecting my duties as an "owner/coordinator". I've again
been away from the campus for couple weeks, and did not have remote
access to my computer (my acquaintances both in Israel and France
were not highly advanced computer hacks, mind you). I've got some
IR-msgs accumulated during that period, and will be broadcasting them
within next 24 hours. My special apologies to the people who tried
to subscribe in my absence, and got no reply. Well, nobody is perfect,
especially newsgroup coordinators, so you guys should take it as is, sigh.
This summer was sort of slow moving (poor media has found nothing
better than Simpson's case to hang on); as far as info-russ, there
was some mishap (one msg got rebroadcasted a few times); what happened
was that we were updating our system, and my mailer got mad at something,
and kept chewing that msg; on August 15 there was a (quiet this time)
birthday of info-russ (which is 3 years old now), with the number of
subscribers hovering around 1000; the Russians keep selling uranium
to any interested party; the Israeli have finaly decided to dump their
headaches with providing civil services on the territories to the
Palestinians, with the Palestinians suddenly realizing what they are
stepping into: the Americans (us!) have stopped Cubans from having a
little fun with no-visa free entrance to Miami beaches (hey, who is
next? Russians? you guys without valid entrance visa, you better harry
up!); the North Koreans decided to postpone nuking their near
neighbors; what else? Well, enough for now.
OK, info-russ is back, and so are my headaches. (Anybody willing
to pick them up?:-) Anyway, see you around, guys. Best,

I and my wife are going to visit Europe in the first time.
And, of course, we are very interested in the cheaperst
hotels/youth hotels/campings and so on. Since we'll have a car
during the trip it make us more able for movement.
The supposed path is Stutgard - Heidelberg - Frankfurt - Koln -
Dusseldorf - Amsterdam - Antwerpen - Brussel - Pariz - Luksemburg - Koln.
Can you suggest any reasonable place for overnight stop ?
Also, if somebody will be so kind to let us have such place
in his own appartment/student dormitory (just for sleeping, nothing else)
we are glad to suggest him our corresponding service in Israel.
Any advises about the places which are recommended for visit during the path
will be greatly appreciated.

volunteer work in Russia, preferably either Moscow or St. Petersburg,
next summer. She wouldn't need pay but would need a place to live
June-August. She wants to do service work of some kind. She has
experience teaching ESL (English as a Second Language) and would
be willing to give ESL instruction.

We anticipate an opening in late 1994 for a 2-3 year term appointee
as Instrument Responsible Scientist at the Cold Neutron Research
Facility attached to the 20 MW Research Reactor at the National
Institute of Standards and Technology. We seek a scientist with
a recent Ph.D. in experimental Condensed Matter Physics, Materials
Physics, Materials Science, Chemistry, or a related discipline, with
experience in condensed matter spectroscopy, to share responsibilities
associated with the construction and operation of two neutron
time-of-flight instruments: an operational Fermi chopper
spectrometer, and a multi-disk chopper spectrometer that is
presently under construction. These responsibilities include
assisting visiting researchers in conducting experiments and
reducing data, instrument testing and calibration, developing and
documenting operating procedures, and planning and carrying out
instrument improvements. These duties are intended to occupy no
more than 75% of the instrument scientist's time, enabling him or
her to conduct independent or collaborative research using time-of-
flight instruments and other facilities at the CNRF and the NIST
Reactor.

Dear IR-folks,
I have two things to ask of you:
(i) I've lost contact with Mark Gaidouk (Gaiduk). He and his family
emigrated from Fryazino, near Moscow, to Germany, more than a year ago.
His address at the moment was Koln (Koeln?), 40, Germany; I've got a couple
letters from him then, but my replies to him have been returned back to me.
Does anybody know about him? If yes, can you get me in touch with him,
or at least get to me his new address and telephone?
(ii) My friend in Paris, France, is in urgent need for the PC program
"WinWord" (I hope I got the name right), which as I understand is a
text-formating package running under Microsoft "Windows" on any MS-DOS
PC. She needs to have it with English, French, and Russian fonts. She
is just barely trying to make her living by translating technical literature.
Can anyone who has the package, help her with it? The best thing would
have been if the package owner lives in Paris (or nearby) and can call her
on the phone. (I can provide a telephone number if you reply to this msg.)

My name is Heinrich Pfandl, I am a 40-year-old professor of Russian at the
University of Graz, Austria. I am at present engaged in a three-year research
project on certain aspects of the life-style (language, culture) of Russian-
speaking people who left their home-countries from the 1970s to the present
day. That is why I am trying to establish contact to Russian-speaking people
who are living "abroad", in order to investigate some of the aspects of the so-
called "third wave" of Russian (Soviet) emigration.
As our E-mail net is providing me with the opportunity of reaching a great
number of Russian scholars, I would like to use this channel of asking you for
your assistance in my work. Let me entreat those of you who would be willing to
approach their family or friends with a questionnaire on the above topic or
even help them fill in the answers to the questions, to indicate their
willingness to help me by sending me a "REPLY" (e.g. by using the words "I

Of course it would also be most interesting to have you complete a

as many of you, probably, know - well organized community of Chinies people
has a China TV satellite channel. A satellite dish and a receiver price is
very unexpensive - about 350$ for the set!

satellite channel? I am living in Austin, TX and we miss Russian - speaking
TV.

POWER OFFICIAL PULLS PLUG ON STRATEGIC MISSILES. The head of
Moscow's power directorate turned off the electric power at the
command center of the strategic rocket forces on 21 September,
because of unpaid bills. According to ITAR-TASS, this action
"created a threat to Russia's national security" that was only
averted when the men on duty managed to switch the system over to
its own power source. The Moscow official, Pavel Sinyuk, was
accused of violating a 1994 government decision forbidding such
action. The president of Mosenergo--the Moscow power
company--told Ostankino Television that the electricity was cut
off because the Moscow Military District owed over 50 billion

YELTSIN INCREASES GORBACHEV'S PENSION. According to Russian TV's
"Vesti" of 22 September, Yeltsin has decreed a sharp increase in
former Soviet President Mikhail Gorbachev's monthly pension.
According to the decree, from now on Gorbachev will receive
retirement benefits equal to 40 minimum monthly salaries.
Hitherto, Gorbachev received the sum agreed upon by the leaders of
the new independent states on the eve of his resignation in
November 1991--i.e., 4,000 rubles ($1.63 at today's exchange rate)
a month. Despite Gorbachev's unpopularity in his native country,
such niggardly treatment of the Nobel peace prize winner had been
ridiculed in the media on more than one occasion. The reason for
Yeltsin's change of heart--perhaps Gorbachev's triumph during his
visit to Germany earlier this month or the approach of the Russian
presidential elections and the prospect that Yeltsin himself could
become a "former president" after 12 June 1996--remains a mystery.

My question is for those of you who temporarily reside in the US.
Has anyone ever flown from Canada to the US ? Do you remember
if you have been given a new I-94 form (Arrival/Departure Form -
that's what they stick into your passport when you go through
Immigration Control after an international flight) ???
Or maybe someone actually admitted being a non-US citizen while crossing
the border back into the US by car... Did you get a new I-94 form at that
point ?

Hello , IR-netters.
Recently while looking through some russian newspapers in one of
the "Izvestia" issues from mid-september I encountered a piece of
information that stated that foreigners who want to get propiska in
Moscow are required to pay 102 million rubles, starting October 1st.
If anyone has some information about it there are a few questions
that I would like to get answers for:
1. Does this apply only to foreigners who wish to reside in Moscow
permanently?
2. If yes then how long is considered permanently?
3. Does this apply to students who come to Moscow to study for
several months?

I will need to spend the next weekend in the Boston-Cambridge area with my
wife. An advise on an inexpensive hotel-motel would be appreciated.
I am a biologist (botanist) from MGU, currently am post-doking in the
Univ. of Waterloo, Canada. Coming to Harvard for a conference "Archeology
and Science", because I am doing a reconstruction of the Bronze Age
environment for an archeological project in Greece. Have fabulous slides,
and would be glad to show.
The conference will be at William James Hall, Harvard University,
Cambridge MA (wish I knew where it is!).

Greetings from Oregon!
I am interested in finding some good sources of current news and information
about Russia. I returned from a five week visit to Russia in early September
and I have not been able to find much information (outside of Associated
Press, etc.). I am in the process of arranging an emmigrant visa for my
fiancee and her son and would like to get as much information as possible on
the Russian experience of adjusting to America, on the visa process itself,
and any other useful information.
Does anyone know if the US Consulates in Russia have e-mail?
Please accept my request in good faith. I will reciprocate with any
information or efforts that I can.
